It can be pointed out that technology has taken our society by a storm, both positively and negatively. It has made communication, access to information and economic development easier on the one hand. Conversely, it is ethically and socially problematic in terms of the digital divide and data privacy. In this aspect, the reflection as to the responsible use of technology and the encouragement of citizen interest in its development and regulation is required. To begin with, the question to which one would like to find an answer is the following.
How to foster a responsible and transformative technology use in Latin America with regard to ethical concerns and digital inclusion issues as well as citizen participation?
